2025: A Defining Year for India’s Geospatial Ecosystem
The year 2025 marked a pivotal phase for India’s geospatial sector. The Government of India significantly advanced policy frameworks, institutional mechanisms, and large-scale implementation of geospatial technologies across governance, infrastructure planning, water management, land administration, and ecosystem-wide coordination.
Together, these actions reflected a clear national intent to institutionalise geospatial data and systems as foundational digital public infrastructure, unlocking new opportunities for industry, startups, academia, and government agencies alike.
National Geospatial Mission: A Foundational Policy Boost
In the Union Budget 2025–26 (February 2025), the Government of India announced the National Geospatial Mission, aimed at modernising land records, improving urban planning, strengthening infrastructure delivery, and providing high-quality foundational geospatial data and services at national scale.
The mission builds on the GIS ecosystem developed under PM Gati Shakti, enabling evidence-based decision-making across sectors such as transport, housing, utilities, agriculture, and disaster management. This announcement represented one of the most significant policy commitments to geospatial technologies in India to date, clearly recognising spatial data as a strategic national asset.
PM Gati Shakti: Scaling GIS for National Infrastructure
The PM Gati Shakti National Master Plan continued to expand its role as India’s central GIS-based platform for integrated infrastructure planning and coordination.
In 2025, a major milestone was achieved with the GIS mapping of Jal Jeevan Mission (JJM) pipelines and assets on the PM Gati Shakti portal. The Department of Drinking Water and Sanitation (DDWS) signed a Memorandum of Agreement with BISAG-N (MeitY) to develop an advanced GIS-based decision-support system for JJM infrastructure. This initiative strengthened transparency, operational efficiency, and lifecycle management of rural water supply assets.
With the integration of 1,600+ geospatial data layers across ministries, PM Gati Shakti continued to serve as the backbone for inter-ministerial spatial coordination.
Strengthening the National Geospatial Ecosystem
Survey of India’s National Workshop
In December 2025, the Survey of India (SoI) organised a national workshop titled “Geospatial Mission: An Enabler of Viksit Bharat”, bringing together central ministries, state governments, industry leaders, and academia.

The workshop focused on unified spatial data standards, interoperable platforms, and data-sharing frameworks aligned with the National Geospatial Policy 2022, supporting applications in land governance, urban planning, disaster management, environmental monitoring, and infrastructure development.
National Geo-Spatial Platform (NGP)
Survey of India also announced progress on the National Geo-Spatial Platform (NGP), a unified platform designed to standardise, manage, and disseminate authoritative spatial data through modern web services, APIs, and applications.
NGP is envisioned as a backbone for digital governance and evidence-based planning across agriculture, logistics, urban development, and infrastructure, reducing data fragmentation and improving collaboration between central and state agencies.
NAKSHA: Urban Land Records Transformation (2025 Updates)
In 2025, the NAKSHA programme (National geospatial Knowledge-based land Survey of urban Habitations) made significant progress in operationalising GIS-based urban land records.
Pilot implementation covered 157 Urban Local Bodies across 27 States and 3 Union Territories, creating high-accuracy, GIS-linked urban land databases using GNSS, drone surveys, and Web-GIS platforms. Over 300 state and ULB officials were trained in modern surveying, spatial data management, and digital workflows.
The programme enabled a shift from legacy paper-based records to digital Urban Property Cards, strengthening transparency, property rights, urban planning, and municipal governance.
State & Local Government Spatial Implementation
GIS-Enabled Asset and Property Platforms
Several state and city governments advanced decentralised spatial governance in 2025:
- Delhi – Digital Asset Mapping (DAMIS): Expansion of a GIS-based platform to spatially catalogue government land and property assets, enhancing transparency and administrative efficiency.
- Hyderabad – GIS Property Registry: GHMC initiated a GIS-centric property registry with real-time geotagging, interactive property profiles, and citizen self-service capabilities.
- Uttar Pradesh – Rural Property Legalisation: Introduction of the Rural Population Records Bill, 2025, providing legal backing to rural property data generated under the SVAMITVA drone-based cadastral mapping scheme.
Precision Geospatial Infrastructure: CORS Integration
In October 2025, the Government of Andhra Pradesh signed an MoU with the Survey of India to integrate approximately 70 Continuously Operating Reference Stations (CORS) into the national geodetic framework.
This integration enhanced survey accuracy for applications such as precision agriculture, smart city planning, infrastructure development, and disaster risk management.
GeoSmart India 2025: Government & Industry Convergence

GeoSmart India 2025, held in December in New Delhi under the theme “One Nation, One Map – Advancing Geospatial Infrastructure for National Sovereignty and Economy”, emerged as a key national platform for geospatial dialogue.
The event witnessed participation from central government ministries, Survey of India, state governments (including Odisha), public sector agencies, industry leaders, startups, and academia. Innovations across satellite imagery, GIS, AI, digital twins, remote sensing, and drone mapping were showcased, reinforcing the government’s commitment to interoperable spatial data standards and public-private collaboration.

Investors Roundtable: Unlocking the Geospatial Potential

AGI convened a landmark Investors Roundtable at the India International Centre Annexe, New Delhi, under the guidance of the Geospatial Data Promotion and Development Committee (GDPDC). The roundtable was chaired by Srikant Sastri, Chairman of GDPDC, and brought together investors, policymakers, and industry leaders.
Discussions focused on investment opportunities across infrastructure planning, urban development, logistics, digital governance, and Earth Observation, highlighting how geospatial intelligence combined with AI and satellite data can unlock economic value and attract strategic capital.
Post-Budget Webinar: PM Gati Shakti Data for the Private Sector

AGI participated in the Prime Minister’s Post-Budget Webinar 2025, which brought together over 25,000 participants, 29 government ministries, and 100 expert panelists.
Prime Minister Narendra Modi emphasised data-driven governance and announced the release of 230 geospatial data layers via the National Geospatial Data Registry (NGDR).

AGI President Nikhil Kumar moderated a panel with leaders from Esri India, NeoGeoInfo Technologies, Hexagon India, Trimble, Arahas, and SECON Pvt Ltd, discussing AI/ML-driven planning, disaster resilience, land-use optimisation, and employment generation under the vision of Viksit Bharat.

Genesys rolled out India’s first 3D subsurface mapping for major airports and HD maps for ADAS, integrated DIGIPIN digital addresses, and contributed to 3D digital twin initiatives with the Survey of India, advancing precision mapping and urban modelling.
